JOB TITLE: Program Manager, Tri-Region E-Bike Incentive Program

SALARY RANGE: $52,000 - $59,165
POSITION: Full-time, Exempt
LOCATION: Bentonville, Arkansas

POSITION TERM:

This is a three-year, grant-funded position that will end upon completion of the program’s three-year work plan. The three-year term begins on the official start date of the hired candidate and will conclude exactly three years later. There are no plans for extension beyond this timeframe.

ABOUT THE TRI-REGION E-BIKE INCENTIVE PROGRAM:

The Tri-Region E-Bike Incentive Program is a three-year initiative aimed at increasing affordable e-bike access in Central Arkansas, Northwest Arkansas, and Fort Smith. Funded by the EPA Climate Pollution Reduction Grant, the program provides vouchers to help individuals—particularly those in underserved communities—purchase e-bikes as a sustainable transportation solution. The goal is to reduce emissions, promote equitable mobility, and support active transportation in the region.

RESPONSIBILITIES:

Program Leadership & Implementation

  • Develop and execute the Tri-Region E-Bike Incentive Program, ensuring efficient voucher redemption, accessibility, and equitable distribution.
  • Oversee daily operations, including application processing, participant support, and vendor coordination.
  • Regularly evaluate program performance, report progress, and drive continuous improvement.
  • Ensure compliance with grant requirements, regulations, and reporting standards.

Community & Stakeholder Engagement

  • Build and maintain relationships with local governments, community organizations, and advocacy groups.
  • Conduct outreach efforts to engage underserved populations and increase program awareness.
  • Represent the program in public forums, advocating for e-bike adoption and sustainable transportation policies.
  • Develop collaborative initiatives to enhance program visibility and community impact.

Bike Shop Engagement

  • Establish and maintain partnerships with local bike shops to drive program participation.
  • Provide resources and guidance to bike shops on program benefits and voucher redemption.
  • Support promotional efforts within bike shops, including customer education and outreach events.

Marketing & Outreach

  • Design and implement a marketing strategy to promote program awareness and drive participation.
  • Develop materials to support stakeholder engagement.
  • Organize workshops, events, and informational sessions to educate the public.
  • Direct multichannel marketing campaign, including digital, print, and community partnerships.

Contractor & Vendor Management

  • Identify, evaluate, and manage a contractor to develop and maintain the program’s digital voucher system.
  • Oversee contractor agreements, ensuring compliance with scope, timelines, and quality standards.
  • Track contractor performance and manage vendor-related budgets.

Budget & Financial Oversight

  • Manage the program’s annual budget, ensuring grant compliance and efficient resource allocation.
  • Monitor expenditures and financial reporting, ensuring adherence to grant funding guidelines.

Other Duties

  • Perform additional responsibilities as needed to support program success.

QUALIFICATIONS:

  • Bachelor’s degree in a related field preferred; equivalent relevant experience may substitute.
  • 3–5 years of experience in program management, grant administration, or a related field.
  • Experience in cycling, e-mobility, or sustainable transportation is a plus.
  • Experience in marketing and communications is a plus.
